طراحی مدل مدیریت پسماند جامد شهری با استفاده از رویکرد کیفی (مطالعه موردی: شهرستان اسلامشهر)

چکیده
با توجه به این که یکی از عوامل تأثیرگذار بر ناپایداری توسعه‌ی شهری، ضعف در مدیریت پسماندهای شهری است، انجام یک برنامه‌ریزی و مدیریت صحیح اقتصادی و زیست ‌محیطی در چهارچوب طرح مدیریت پسماند ضروری می‌باشد. بنابراین پژوهش حاضر با هدف طراحی مدل مدیریت پسماند جامد شهری در شهرستان اسلامشهر انجام گرفت. این پژوهش از نوع کیفی و از نظر روش اجرا، تحلیل محتوای مضمونی است. جامعه‌ی آماری پژوهش از کارشناسان و مدیران شهرداری شهرستان اسلامشهر با بیش از 10 سال سابقه‌ی کار تشکیل شده و ابزار پژوهش مصاحبه‌ی نیمه ساختار یافته بود. برای انتخاب نمونه از روش نمونه‌گیری هدفمند و تکنیک گلوله برفی استفاده شد. تعداد نمونه نیز بر اساس اصل اشباع نظری، 21 نفر در نظر گرفته شد. برای افزایش اعتبار علمی نتایج، از دو روش زاویه‌بندی و کنترل اعضا استفاده شد. در نتیجه تحلیل داده‌ها، 128 کد اولیه، 34 مضمون پایه،  6 مضمون سازمان دهنده و 1 مضمون فراگیر احصا شد. براساس نتایج تحقیق، مدل مدیریت پسماند جامد شهری  شامل 6  مضمون سیاستگذاری کاهش تولید پسماند، فرهنگسازی تفکیک و ذخیره پسماند، اصلاح ساختار جمع‌آوری پسماند، مکانیزه نمودن حمل و نقل پسماند، توسعه‌ی بازیافت پسماند و بهینه سازی دفع پسماند می‌باشد. در انتها بر اساس تحلیل شبکه‌ی مضامین احصایی، مدل مناسب جهت ارتقای کیفیت مدیریت پسماند جامد شهری در شهرستان اسلامشهر ارائه گردید.

چکیده English

Given that one of the factors affecting the instability of urban development is the weakness in municipal waste management, appropriate economic and environmental planning and management within the framework of waste management plan is essential. Therefore, the present study was conducted to design a model of municipal solid waste management in Islamshahr township. This research was of qualitative type and in terms of implementation method, thematic content analysis. The statistical population of the study consisted of experts and managers of Islamshahr municipality with more than 10 years of experience and the research tool was a semi-structured interview. Targeted sampling and snowball technique were used to select participants. The number of samples was 21 based on the principle of theoretical saturation. To increase the scientific validity of the results, two methods of triangulation and member validation were used. As a result of data analysis, 128 initial codes, 34 basic themes, 6 organizing themes and 1 comprehensive theme were recorded. Based on the research results, the municipal solid waste management model includes 6 themes: policy of waste reduction, waste culture separation and storage, reform of waste collection structure, mechanization of waste transportation, development of waste recycling and optimization of waste disposal. Finally, based on the analysis of the network of statistical themes, a suitable model was presented to improve the quality of municipal solid waste management in Islamshahr township.
