بررسی و تحلیل علل مشارکت شهروندان و گردشگران در حفاظت از محیط‌زیست (مطالعه موردی: شهرستان محمودآباد )

چکیده

در دهه‌های اخیر، موضوع مشارکت مردم و گردشگران در حفاظت از محیط‌زیست، توجه مدیران شهری را برای افزایش کارایی، انسجام و رضایت شهروندان برانگیخته است. هدف از این پژوهش، بررسی و تحلیل علل مشارکت شهروندان و گردشگران در حفاظت از محیط‌زیست است. پژوهش، از نظر هدف، توسعه‌ای- کاربردی و به روش کیفی انجام گرفته است. جامعه آماری پژوهش، کارشناسان و متخصصان حوزه گردشگری و محیط‌زیست بودند. روش نمونه‌گیری کیفی، غیرتصادفی از نوع هدفمند و در دسترس بود. ابزار جمع‌آوری داده‌ها در بخش کیفی، مصاحبه نیمه‌ساختاریافته حضوری با 29 نفر تا رسیدن به مرحله اشباع نظری ادامه یافت. نتایج نشان داد 6 عامل (آموزش، مدیریت، برنامه‌ریزی، اطلاع‌رسانی، احساس مالکیت، اجتماعی) مشارکت شهروندان و گردشگران در حفاظت از محیط‌زیست شناسایی گردید. با توجه به جایگاه و اهمیت فراهم‌سازی و تسهیل فرایندها برای مشارکت بیشتر شهروندان و گردشگران در حفاظت از محیط‌زیست، به نظر می‌رسد که این پیشنهادها می‌توانند مفید باشند: 1- افزایش آگاهی‌های محیط‌زیستی از طریق آموزش برای کلیه ذی‌نفعان، علاقه‌مندان، برنامه‌ریزان، سیاست‌گذاران، شهروندان و گردشگران توضیح داده شود. 2- شرایط محیط‌زیست و روند تغییرات آن و علل ریشه‌ای، نتایج و پیامدهای حاصل بر جامعه و اقتصاد و اکوسیستم‌های منطقه محمودآباد بررسی شود. 3- پشتیبانی و ارتقای کیفیت تصمیم‌گیری‌ها، سیاست‌گذاری‌ها و طرح/برنامه‌ریزی فعالان محیط‌زیست و شهروندان و گردشگرانی که خواهان مشارکت در حفاظت از محیط‌زیست هستند. 4- در تمام سطوح جامعه در خصوص مسائل قریب‌الوقوع زیست‌محیطی و اکوسیستمی شهرستان محمودآباد اطلاع‌رسانی گسترده صورت گیرد.

In recent decades, the issue of participation of people and tourists in environmental protection has attracted the attention of city managers to increase efficiency, cohesion and citizen satisfaction. The purpose of this study was to investigate and analyze the reasons for the participation of citizens and tourists in environmental protection. In terms of developmental-applied purpose and qualitative method, the statistical population of the research included experts and specialists in the field of tourism and environment. Data collection tools in the qualitative part of semi-structured face-to-face interviews with 29 people continued until the stage of theoretical saturation. Six factors (education, management, planning, information, sense of ownership, social) of citizen and tourist participation in environmental protection were identified based on the results. Given the status and importance of providing and facilitating processes for greater citizen and tourist participation in environmental protection, the following recommendations could be useful: increase environmental awareness through education for all stakeholders, interested parties, planners and policymakers, citizens and tourists; explain the environmental conditions and the process of change and the root causes, results and consequences on society and the economy, and ecosystems of Mahmoud Abad region; support and improve the quality of decisions, policies and plans/planning of environmental activities and citizens and tourists who want to participate in environmental protection; and provide extensive information at all levels of society on imminent environmental and ecosystem issues of Mahmoud Abad city.
