بررسی انطباق‌پذیری رویکرد شهر 15 دقیقه‌ای در بافت قدیم و جدید با به‌کارگیری روش فرایند تحلیل شبکه‌ای (نمونه موردی: محله ملاصدرا و آقاکبیر در قزوین)

چکیده
زندگی شهری کاملاً متکی بر اتومبیل شخصی، مشکلات عدیده‌ای را در زمینه‌های مختلف ایجاد کرده است. در امتداد این مشکلات، شهرسازان، رویکرد شهر 15 دقیقه‌ای را به‌عنوان یکی از رویکردهای برنامه‌ریزی مطرح کردند. شهرهای بزرگ کشور ایران نیز با مشکلات فوق روبه‌رو هستند و از این‌رو به‌کارگیری رویکردهای جدید ارائه‌شده می‌تواند در حل مسائل کارساز باشد. از آن‌جایی که انطباق یک رویکرد جامع شهری مانند رویکرد شهر 15 دقیقه‌ای در بافت قدیم و جدید، الزامات متفاوتی دارد، این پژوهش به دنبال بررسی دو محله قدیم و جدید شهر قزوین در میزان انطباق‌پذیری با رویکرد شهر 15 دقیقه‌ای است. هدف این پژوهش، تبیین چارچوبی عملی بر مبنای اصول رویکرد شهر 15 دقیقه‌ای و اولویت‌بندی شاخص‌ها در دو بافت قدیم (محله آقاکبیر) و جدید (محله ملاصدرا) می‌باشد. در این مقاله از روش فرایند تحلیل شبکه‌ای (ANP) با تکیه بر پرسش‌نامه متخصصان استفاده شده است. پرسش‌نامه، منطبق بر استانداردهای لازم است و 25 متخصص برنامه‌ریزی شهری آن را تکمیل کرده‌اند. یافته‌ها حاکی از آن است که زیرمعیارهای ایمنی در حمل‌ونقل فعال، زیرساخت پیاده‌روی، زیرساخت دوچرخه‌سواری، و همه‌شمول‌بودن مسیرها که زیرمجموعه معیار دسترسی‌ها و مسیرها مورد بررسی قرار گرفتند، به‌ترتیب، بیشترین اهمیت را در بین زیرمعیارهای موردبررسی داشته‌اند. نتایج نشان می‌دهد که بافت جدید (محله ملاصدرا) نسبت به بافت قدیم (محله آقاکبیر) بر اصول رویکرد شهر 15 دقیقه‌ای منطبق‌تر است. به‌کارگیری الزامات این رویکرد در بافت جدید، راحت‌تر می‌باشد و استفاده از این رویکرد در بافت قدیم، مستلزم به‌کارگیری منابع بیشتری خواهد بود.

Urban life completely dependent on personal cars has created many problems in various fields. In line with these problems, the 15-minute city approach has been proposed by city planners as a planning approache. The major cities of Iran are also facing the above problems, and therefore, using the new approaches presented can be effective in solving the problems. Since the adaptation of a comprehensive urban approach such as the 15-minute city approach in the old and new contexts has different requirements, this research sought to examine the two old and new neighbourhoods of Qazvin city in the degree of adaptability to the 15-minute city approach. The purpose of this research was to explain a practical framework based on the principles of the 15-minute city approach, and to prioritize indicators in two contexts, the old (Agha Kabir neighbourhood) and the new (Molla Sadra neighbourhood). In the present study, the Analytical Network Process (ANP) method was used, relying on experts’ questionnaires. The questionnaire conformed to the required standards and was completed by 25 urban planning experts. The findings indicated that the sub-criteria of safety in active transportation, pedestrian infrastructure, cycling infrastructure, and all-inclusiveness of routes, which were investigated as a subset of the access and routes criterion, respectively, were the most important among the investigated sub-criteria. The results also showed that the new context (Molla Sadra neighbourhood) was more consistent with the principles of the 15-minute city approach than the old context (Agha Kabir neighbourhood). Applying the requirements of this approach in the new context was easier and using this approach in the old context will require the use of greater resources.
