چکیده
در هــر برنامـۀ بـازآفرینی بافت‌هــای ناکارآمــد شـهری، می‌بایست چارچوب مشـخصی بـرای سـنجش میـزان موفقیـت برنامـه وجود داشـته باشـد. چارچـوب و معیـار، ناهماهنگی‌هـا و ناسـازگاری‌های موجـود در کلیــت برنامــه را آشــکار و در نتیجــۀ میــزان تحقق‌پذیـری طـرح پیشـنهادی بـه نحـوی بـارز مشـخص خواهـد شـد. علی‌رغم اهمیت فراوان ارزیابی در فرایند برنامه‌ریزی شهری، این موضوع در تهیۀ طرح‌های متنوع برنامه‌ریزی شهری و منطقه‌ای و به‌ویژه طرح‌های بـازآفرینی شـهری، هنوز به جایگاه واقعی خود نرسیده و این‌که این گونه طرح‌ها تا چه‌اندازه محقق شده‌اند و میزان تحقق‌پذیری آنها به چه میزان بوده جای سؤال دارد. بدین منظور با مروری بر متون نظری و به منظوردستیابی به چارچوب ارزیابی تحقیق، رویکرد، معیارها و شاخص‌های ارزیابی شناسایی شدند. بدین صورت که معیارها وشاخص‌های مذکور با استفاده از روش تحلیلی- تطبیقی و مرور مستندات و آرای مشابه سایر اندیشمندان، مشخص شد و سپس به منظور بومی‌سازی و انطباق با زمینۀ ایران، معیارها و شاخص‌ها با روش مصاحبه با صاحب‌نظران تدقیق و تکمیل شد. در نهایت میزان اهمیت و میزان توجه و کاربست هر یک از معیارها و شاخص‌ها به وسیلۀ پرسش‌نامه توسط بازیگران اصلی، در پروژه‌های   بـازآفرینی شهری منتخب (پروژه‌های 20 سال گذشتۀ شیراز) تعیین و عمل ارزیابی انجام شد. یافته‌های تحقیق نشان می‌دهد که پروژه‌های بـازآفرینی شهری در ایران، و به‌ویژه نمونۀ شیراز، از نظر میزان تحقق‌پذیری، در وضعیت نیمه مطلوب تا نامطلوب قرار دارند.

چکیده English

In every program for the regeneration of inefficient urban fabrics, there must be a specific framework for measuring the success rate of the program. The framework and criteria will reveal the inconsistencies and incompatibilities in the whole program and as a result, the level of implementation of the proposed plan will be clearly defined. This issue has not yet reached its real position in the preparation of various urban and regional plans, particularly urban regeneration plans. In addition, it is questionable the extent to which such plans have been realized and are feasible. For this purpose, by reviewing the theoretical texts and achieving the research evaluation framework, the approach, evaluation criteria and indicators were identified. In this way, the mentioned criteria and indicators were determined by using the analytical-comparative method and review similar documents and opinions of expert thinkers; then, to localize and adapt to the Iranian context, the criteria and indicators were verified and completed by interviewing experts. Finally, the level of importance and the level of attention and application of each of the criteria and indicators were determined and evaluated by the main actors in the selected urban regeneration projects (projects of the last 20 years of Shiraz) using a questionnaire. The findings of the research showed that urban regeneration projects in Iran, particularly in the projects of Shiraz, are in a semi-optimal to unfavourable condition in terms of implementation.
