الگوی توسعه کارآفرینی شهری در شرایط همه-گیری بیماری

چکیده
بی‌شک کارآفرینی، نقشی بسیار مهمی در اقتصاد شهری و رسیدن به توسعه اقتصادی دارد و از طریق اجرای راهبردهای توسعه اقتصادی، شرایط قابل‌قبولی را برای مدیریت شهری فراهم می‌کند. کارآفرینی، ازجمله راهکارهایی است که با کاهش چشم­گیر نرخ بیکاری و معضلات فراوان ناشی از آن و ایجاد درآمد ثابت، زمینه استقلال مالی شهروندان را فراهم می­کند. از طرفی با توجه به این‌که در وضعیت همه­گیری­ بیماری همچون شیوع ویروس کرونا، بسیاری از کسب­و­کارها با اخلال جدی مواجه می­شوند، نبود الگوهای بهینه توسعه کارآفرینی شهری متناسب با این شرایط می­تواند منجر به استمرار رکود اقتصادی شود؛ بنابراین یافتن یک یا چند الگوی بهینه توسعه کارآفرینی شهری متناسب با شرایط همه­گیری بیماری می‌تواند به بهبود شرایط اقتصادی شهرها کمک کند. در پژوهش حاضر، ارائه الگوی بهینه توسعه کارآفرینی شهری مؤثر در وضعیت شیوع ویروسی همچون کرونا مدنظر است. در این راستا ابتدا شاخص‌های مؤثر در توسعه کارآفرینی شهری با استفاده از روش دلفی و نظر خبرگان تعیین شد. خبرگان با استفاده از روش نمونه‌گیری هدفمند گلوله برفی انتخاب شدند. سپس برای تعیین اهمیت شاخص­ها، از روش سوارا و برای سطح‌بندی و شناسایی میزان تأثیر شاخص‌های توسعه کارآفرینی از رویکرد ساختاری تفسیری استفاده شد. نتایج نشان داد که شاخص‌ ایجاد شبکه‌های ارتباطی، بیشترین اهمیت را در بین شاخص‌های منتخب دارد. همچنین برای انتخاب الگوهای بهینه توسعه کارآفرینی باید شاخص‌های وجود منابع مالی لازم برای انجام فعالیت‌های جدید، تنوع منابع درآمدی در دوران کرونا، ارائه تسهیلات بانکی، سیاست‌های کلان کارآفرینی و قابلیت انعطاف­پذیری در دوران کرونا، موردتوجه ویژه قرار گیرند.

Undoubtedly entrepreneurship has a very important role in the urban economy and achieving economic development, and through the implementation of economic development strategies, provides acceptable conditions for urban management. Entrepreneurship is one of the solutions that provide the ground for the financial independence of citizens by significantly reducing the unemployment rate and its many problems and creating a stable income. On the other hand, given that we are in a situation of coronavirus outbreak and many businesses are facing serious disruptions, the lack of appropriate urban entrepreneurship development models can lead to the continuation of the recession. Therefore, finding one or more patterns of urban entrepreneurship development appropriate to the conditions of the Coronavirus outbreak can help improve the economic conditions of cities. The present study aimed to identify patterns of urban entrepreneurship development that are effective in the prevalence of coronavirus. In this regard, effective indicators in the development of urban entrepreneurship were determined using the Delphi method. First, the effective indicators in the development of urban entrepreneurship were determined using the Delphi method and expert opinions. The experts were selected using the purposeful snowball sampling method. Then, to determine the importance of indicators, the SWARA method was used. To interpret and identify the impact of entrepreneurship development indicators, an interpretive structural approach was used. The results showed that the index of creating communication networks has the highest weight. In addition, to select the optimal models of entrepreneurship development, the indicators of providing bank facilities and creating communication networks should be paid special attention.
