مدل تعاملی راهبردهای توسعه‌ای منابع انسانی در وزارت ورزش و جوانان

چکیده
هدف این پژوهش مدل تعاملی راهبردهای توسعه‌ای منابع انسانی در وزارت ورزش و جوانان  بود. تحقیق حاضر از نوع، تحقیقات آمیخته بود. جامعۀ آماری تحقیق حاضر در بخش کیفی شامل خبرگان آگاه به موضوع پژوهش بودند. همچنین جامعۀ آماری در بخش کمی تحقیق شامل تمامی مدیران میانی و ارشد حوزۀ وزارت ورزش و جوانان در سطوح و مرتبه‌های علمی متفاوت، رؤسای چندین فدراسیون که سابقۀ مدیریتی را در این وزارتخانه داشته­اند و در نهایت مدیرانی که به تازگی بازنشسته شده­اند به تعداد 168  نفر می‌باشد که با توجه به محدود بودن جامعۀ آماری، نمونۀ آماری برابر با جامعۀ آماری در نظر گرفته شد. ابزار تحقیق شامل مصاحبه‌های نیمه ساختارمند و  پرسش‌نامه محقق ساخته‌ای بود که با توجه به اهداف و روش تحقیق، طراحی گردیده بود. تمامی روند تجزیه و تحلیل داده‌های تحقیق حاضر در نرم افزارهای SPSS و  PLS انجام گرفت. نتایج تحقیق حاضر نشان داد که هشت عامل شامل کاهش فشارهای سیاسی، سازمان یادگیرنده، جانشین پروری، کار راهه  شغلی، مربی گری، شایسته سالاری، فراهم سازی فرصت شکوفایی، جذب و استعدادیابی دسته‌بندی گردیدند.و در نهایت با استفاده از روش مدل سازی ساختاری مدل مفهومی تحقیق ترسیم گردید. نتایج تحقیق نشان داد که تمامی روابط مدل تحقیق به علت برخورداری از میزان تی  بالاتر از 96/1، دارای تأثیر معناداری می‌باشد. بنابراین استفاده از یافته­های این تحقیق در برنامه­های آتی وزارت ورزش و جوانان در حوزۀ منابع انسانی می­تواند سطح عمومی و تخصصی توانایی ­های کارکنان را ارتقاء داده و انگیزه انجام فعالیت­های محوله با حداکثر توان را در کارکنان افزایش دهد.

چکیده English

The purpose of this study was creation of an interactive model of human resource development strategies at the Ministry of Sports and Youth. The present study was a mixed research. The statistical population in the qualitative part included experts knowledgeable in the research topic while the statistical population of the quantitative part included all middle and senior managers of the Ministry of Sports and Youth in different scientific levels and ranks, heads of several federations who had managerial experience at this ministry and finally managers who had recently retired. The total statistical population was 168 people; due to the limited statistical population, the statistical sample was considered equal to the statistical population. The research tools included semi-structured interviews and a researcher-made questionnaire that was designed based on the objectives and research methods used. The whole process of data analysis was performed in SPSS and PLS software. Based on the results of the present study, eight factors of reducing political pressures, learning organization, succession, career path, coaching, meritocracy, providing opportunities for prosperity, recruitment and talent identification were categorized. Finally, using structural modeling, a conceptual model of the research was drawn. The results showed that all the relationships of the research model had a significant effect due to having a T level higher than 1.96. Therefore, using the findings of this study in the future plans of the Ministry of Sports and Youth in the field of human resources can improve the general and specialized level of employees' abilities and increase the motivation to perform the assigned activities with maximum capacity in employees.
