تحلیلی بر قوانین و مقررات و اسناد بالادستی در حوزه‌ی آموزش عالی از منظر همکاری‌های علمی‌‌اعضای هیأت علمی

چکیده

پژوهش حاضر با هدف تحلیل قوانین و مقررات و اسناد بالادستی حوزه‌ی آموزش عالی از منظر همکاری‌های علمی‌‌انجام شده است. این پژوهش کاربردی و تحقیق توصیفی- تحلیلـی اسـت و در آن از روش تحلیـل محتوایی و بررسی اسنادی استفاده شده است. جامعه‌ی مورد مطالعه تحقیق شامل اسناد بالادستی و آیین‌نامه‌ها است. ابـزار جمع‌آوری داده‌های پژوهش: فیش، چک لیست‌ها و فرم‌های محقق ساخته بوده و برای تحلیل داده‌ها از روش تحلیل توصیفی استفاده شـده اسـت و به بررسی همسویی­هایی در خصوص همکاری‌های علمی ‌‌و موضوع پژوهش پرداخته شده است. نتایج پژوهش نشان می‌‌دهد اسناد مورد بررسی به نوعی از همکاری‌های علمی‌‌ حمایت می‌کنند و همسو با همکاری‌های علمی‌‌ می­باشند. اما متاسفانه از ضمانت اجرایی لازم برخوردار نیستند. این اسناد عبارتند از: سند نقشه‌ی جامع علمی‌‌کشور، الگوی اسلامی- ایرانی پیشرفت و سند افق چشم­انداز. در این راستا سند دیگری نیز وجود دارد که نقش جهت­دهنده­ای را در فعالیت­های اعضای هیأت علمی ‌‌ایفا می­کند و دارای ضمانت اجرایی و قدرت تنبیه پنهان و پاداش قوی می­باشد، ولی متاسفانه گاهی نقش بازدارنده در همکاری‌های علمی ‌‌ایفا می­نماید و همخوانی چندانی با همکاری‌های علمی ‌‌ندارد و ناهمسو با آن است.

چکیده [English]

The aim of this study was to analyze the laws, regulations and upstream documents in the field of higher education from the perspective of scientific cooperation. This descriptive – analytical research used content analysis and documentary study as the research strategy. In the current study, upstream documents and regulations were analyzed and considered the research sample. Data collection tools included checklists and researcher-made forms. Descriptive analysis methods were used for data analyses, investigating alignments regarding scientific collaborations. The results indicated that a great number of upstream documents support different kinds of scientific cooperation and are aligned with scientific cooperation but do not have the necessary executive guarantee.  The official documents that support scientific cooperation but do not have the necessary executive guarantee are Comprehensive Scientific Map of Iran, Islamic-Iranian Model of Progress, and the 2025 Horizon of IRAN. In contrast, another document has significant role in the activities of faculty members and has an executive guarantee and the power of punishment and rewards. Nevertheless, it sometimes plays as a barrier for scientific collaborations. In other words, it is not very compatible with teamwork and scientific cooperation.
