شناسایی و اولویت‌بندی عوامل موثر بر توانمندسازی آموزشگاه‌های آزاد فنی‌و حرفه‌ای با استفاده از تکنیک FAHP و FTOPSIS (مطالعه ی موردی: آموزشگاه‌های آزاد فنی و حرفه ای استان اصفهان)

چکیده

هدف از این پژوهش، شناسایی و اولویت‌بندی عوامل مؤثر بر توانمندسازی آموزشگاه‌های آزاد فنی‌وحرفه‌ای با استفاده از تکنیک‌های FAHP و FTOPSIS است. جامعه آماری این پژوهش، کارشناسان و مدیران سازمان فنی‌وحرفه‌ای 14آموزشگاه‌ آزاد استان اصفهان به تعداد 35 نفر است. برای شناسایی عوامل مؤثر با استفاده از روش دلفی پس از بررسی پیشینه، با تعداد 14 نفر از خبرگان مصاحبه گردید و شاخص‌هایی مستخرج از ادبیات پژوهش به بررسی و تأیید خبرگان رسید. درنهایت 4 معیار اصلی و 14 زیرمعیار مؤثر بر عملکرد آموزشگاه‌های آزاد فنی‌وحرفه‌ای و نیز 13 راه‌حل برای توانمندسازی آموزشگاه‌ها شناسایی شد. از پرسشنامه برای انجام مقایسات زوجی استفاده‌ گردید. از رویکرد ترکیبی FAHP برای وزن‌دهی معیارها و از FTOPSIS برای شناسایی و اولویت‌بندی توانمندسازهای آموزشگاه‌های آزاد فنی‌وحرفه‌ای استفاده شد. نتایج حاکی از آن است که در رتبه‌بندی راه‌حل‌ها، توانمندساز «اجرای آموزش‌های مهارتی متناسب با نیازمندی‌های محلی و منطقه‌ای» در رتبه‌ اول و«حذف ممنوعیت به‌کارگیری شاغلان دولت به‌عنوان مؤسس آموزشگاه‌ها» در رتبه‌ آخر قرار دارد.

The purpose of this study was to identify and prioritize the factors affecting the empowerment of Free Technical and Vocational Schools using FAHP and FTOPSIS techniques. The statistical population of this research included the experts and managers of the Technical and Professional Organization of 14 Free Technical and Vocational Schools in Isfahan Province, numbering 35 people. To identify the effective factors affecting empowerment of these schools using the Delphi method, after reviewing the background, 14 experts were interviewed. Indicators were extracted from the research literature reviewed and approved by experts. Finally, 4 main criteria and 14 sub-criteria affecting the performance of Free Technical and Vocational Schools as well as 13 solutions for empowering schools were identified. A questionnaire was used to make pairwise comparisons. The combined approach of FAHP was used to weight the criteria and FTOPSIS was used to identify and prioritize the enablers of Free Technical and Vocational Schools. The results indicate that in the ranking of solutions, the empowerment criteria of "implementation of skills training tailored to local and regional needs" and "removal of the ban on employing government employees as the founder of schools" were respectively ranked in first and last places.
