ارزیابی عملکرد مدارس غیردولتی شهر تهران با تأکید بر شاخص‌های تعالی سازمانی EFQM

چکیده

هدف اصلی تحقیق حاضر، ارزیابی عملکرد مدارس غیردولتی شهر تهران با تأکید بر شاخص‌های تعالی سازمانی EFQM است. پژوهش حاضر از نظر هدف، توسعه‌ای– کاربردی و از لحاظ روش پژوهش، توصیفی از نوع زمینه‌یابی است. جامعه مورد مطالعه؛ شامل کلیه مدیران، معلمان و کارکنان مدارس غیردولتی دوره ابتدایی، متوسطه اول و متوسطه دوم و مراکز پیش‌دانشگاهی؛ اعم از مدارس پسرانه و دخترانه شهر تهران در سال تحصیلی 99-1398 است که تعداد آنها 27916 نفر بوده است. با استفاده از جدول مورگان 380 نفر به عنوان حجم نمونه در نظر گرفته شد و با اضافه شدن 100 نفر از اولیا و مربیان، حجم نمونه به 480 نفر رسید. روش نمونه‌گیری، طبقه‌ای- چندمرحله‌ای بوده است. ابزار اصلی، پرسشنامه‌ای بود که اصالتاً مورد تأیید بنیاد اروپایی مدیریت کیفیت بوده و به عنوان الگوی تعالی سازمانی ارائه شده است. نتایج نشان داد وضعیت مدارس غیردولتی شهر تهران از منظر معیارهای توانمندساز و نتایج، پایین‌تر از حد متوسط قرار دارد. از مجموع 1000 امتیاز مربوط به معیارهای توانمندساز (500 امتیاز) و نتایج (500 امتیاز)، مدارس غیردولتی شهر تهران در مجموع 432 امتیاز کسب نموده است که معیارهای توانمندساز 209 امتیاز و معیارهای نتایج 223 امتیاز به‌دست آورده‌اند.

The main purpose of this study was to evaluate the performance of non-governmental schools in Tehran with emphasis on EFQM organizational excellence indicators. The present study is descriptive type in terms of development-applied purpose and in terms of research method. The study population included all principals, teachers and staff of non-governmental primary, junior high and junior high schools and pre-university centers including boys and girls schools in the city of Tehran in the academic year 2020/2021. The sample population was 27, 916 people. In addition, 100 parents of non-governmental school students were added to the statistical community as part of the results of the organizational excellence model. Morgan table was used to calculate the sample size which was 380 people according to the statistical population. With the addition of 100 parents and educators, the sample size became 480 people. The sampling method in this study was multi-stage sampling. The main tool of the researcher in data collection was a questionnaire that was originally approved by the European Foundation for Quality Management and presented as a model of organizational excellence. The score obtained by each of the criteria related to the two dimensions of empowerment. The results and analysis, using a one-sample t-test, were utilized to show the state of non-governmental schools in Tehran in terms of empowerment criteria which were below average. Out of 1000 points related to empowerment criteria (500 points) and results (500 points), non-governmental schools in Tehran obtained a total of 432 points. The Tehran schools studied had an empowerment criteria of 209 points and results criteria of 223 points.
