مکان یابی بهینه تصفیه خانه فاضلاب براساس رویکرد تحلیل پوششی داده ها و تصمیم گیری مبتنی بر نظریه خاکستری

چکیده
تصفیه خانه های فاضلاب یکی از زیرساخت های اصلی هر شهر هستند که جدای از درنظرگرفتن عارضه نگاری، جامعه و نوع فاضلاب، بسیار ضروری است که براساس شاخصهای اصلی در مکانی مناسب تأسیس گردند. هدف این مطالعه مکان یابی بهینه تصفیه خانه فاضلاب برای یک مطالعه موردی در استان کرمانشاه بود و برای این منظور یک رویکرد دو مرحله ای تصمیم گیری پیشنهاد شد. با استفاده از این رویکرد، شاخص های کمی و کیفی مؤثر برای ارزیابی مکان ها در نظر گرفته شدند. در مرحله اول از تحلیل پوششی داده ها برای انتخاب مکان هایی با کارایی بالا براساس شاخصهای قابل اندازه گیری، استفاده گشت. در مرحله دوم، این مکان های بالقوه به لحاظ شاخصهای کیفی شامل عوامل فنی، اقتصادی، زیست محیطی و اجتماعی بیشتر مورد ارزیابی قرار گرفت که برای وزن دهی به شاخص ها و رتبه بندی مکان ها، به ترتیب فرایند تحلیل سلسله مراتبی و اولویت بندی براساس شباهت به راه حل ایده آل خاکستری بکار گرفته شد. نتایج نشان داد که در فرایند انتخاب مکان بالقوه بهینه به منظور تأسیس تصفیه خانه فاضلاب عوامل سازوکارهای حمایتی با وزن 179/0، دسترسی به شبکه انتقال با وزن 168/0، نزدیکی به مناطق مسکونی با وزن 129/0 و قوانین و سیاست های دولت با وزن 101/0 پراهمیت ترین شاخص ها می باشند. همچنین، در رتبه بندی نهایی مشخص شد که سه شهر سرمست، کرمانشاه و تازه آباد به ترتیب با ارزش درجه امکان پذیری 697/0، 820/0 و 913/0، بهینه ترین مکان های بالقوه برای تأسیس تصفیه خانه های فاضلاب هستند.

Location Optimization of Wastewater Treatment Plant Based on the Approach of Data Envelopment Analysis and Decision-making Based on Gray Theory

Wastewater treatment plants are one of the main infrastructures of every city, apart from considering the topography, society and type of wastewater, it is very essential to establish them in an appropriate place considering the main criteria. The aim of this study was to find the optimal location of the wastewater treatment plant for a case study in Kermanshah province, and for this purpose, a two-step decision-making approach was proposed. Using this approach, effective quantitative and qualitative criteria were considered for the evaluation of locations. In the first stage, DEA was used to select high-efficiency locations based on various measurable criteria. In the second stage, these potential places were evaluated in terms of qualitative criteria, including technical, economic, environmental and social factors. For this evaluation, grey AHP were used for criteria weighting, and grey TOPSIS ranked the locations. The results showed that in the process of selecting the optimal potential location for the establishment of a wastewater treatment plant, the factors of support mechanisms with a weight of 0.179, transmission grid accessibility with a weight of 0.168, proximity to residential areas with a weight of 0.129, and government policies and laws with a weight of 0.101 are the most important criteria. The final ranking identified three cities—Sarmast, Kermanshah, and Tazehabad—as the most suitable locations for establishing wastewater treatment plants. Their degree of possibility values were 0.697, 0.820, and 0.913, respectively, indicating their strong potential for this purpose.
