A b s t r a c t
The present study aimed to identify the contextual factors affecting the influence of Trade associationon the policymaking of Iran's free technical and vocational schools. The research was conducted using an exploratory approach with a grounded theory method based on the Strauss and Corbin model. The research field (statistical population) included all active members of Trade associationof free technical and vocational schools and experts in technical and vocational education. Data were collected through purposive sampling using semi-structured interviews and to the point of theoretical saturation with the participation of 19 active members of Trade associationof free schools and experts in technical and vocational education. Data were analyzed qualitatively in three stages: open (free) coding, axial coding, and selective (selective) coding. The credibility of the data was confirmed through review by participants and non-participating experts.Data analysis resulted in the extraction of 66 conceptual categories and 22 axial categories. Finally, 8 main contextual categories were identified, including: good governance, structural maturity of associations, capable and influential managers in associations, the position of associations, participatory decision-making, policy review, protection of associations, power hunger of the government sector.The findings of this study show that the Iranian association system in the field of free technical and vocational schools has the necessary capacity for policymaking participation. If this is realized, it will lead to optimal decision-making, which will increase efficiency and ultimately lead to further upgrading and development of skills training in the country.
