The purpose of this research is to investigate the relationship between formal institutions and entrepreneurial intention in developing countries. The study population is all developing countries, where the data required for analysis are available. The statistical sample includes developing countries for which statistics related to the selected variables are available on the websites of the World Entrepreneurship Watch and the World Bank between 2015-2018. To analyze the data, first, indicators related to institutions and entrepreneurial intention variables have been estimated. Then, by using the qualitative comparative analysis method, the necessary and sufficient conditions to achieve the desired results have been evaluated. For this purpose, fsQCA software was used for qualitative comparative analysis and smartPLS3 was used for Reliability, Validity, and also to examine the models. The results led to the identification of three models, which were tested through structural equation modeling. Finally, the results showed that in the first path, entrepreneurial intention with the absence of political stability, the absence of supervisory quality, and the absence of the rule of law; In the second causal configuration, the presence of political stability, the absence of government efficiency, the presence of supervisory quality, and the presence of the rule of law, and in the third causal path in the direction of entrepreneurial intention, with the four conditions of the absence of political stability, the presence of government efficiency, the presence of supervisory quality, and the presence of the rule of law.
