تدوین الگوی برای بالندگی مدیران نظام آموزش عالی از راه دور (مورد مطالعه: دانشگاه پیام نور)

چکیده
افزایش تقاضای جهانی برای آموزش عالی به طور مداوم از یک طرف و سرعت تغییرات در عرصه فناوری و ظهور گرایشهای کلان از طرف دیگر لزوم روی آوری به فناورهای نوین در فرایند آموزش، نظام آموزش عالی را از حالت سنتی خارج و به یک نظام آموزش عالی از راه دورتبدیل کرده است. در همین خصوص بالندگی مدیران نظام آموزش عالی از راه دورو مدیریت و اجرای تمام فعالیت‌های مرتبط با آن یکی از ابزارهای مهم ایجاد تغییر و تحول در این نظام آموزشی است که شامل تمام فعالیتهای است که دانش فردی و مهارتهای اساسی و لازم را برای عملکرد بهتر مدیران در این نوع نظام آموزشی را فراهم می‌کند. هدف از انجام این تحقیق تدوین الگوی برای بالندگی مدیران نظام آموزش ازدور دانشگاه پیام نور بود. این پژوهش از نوع پژوهش‌های کیفی که با استفاده از رویکرد نظریه داده بنیاد انجام شد. مشارکت کنندگان در این پژوهش 11 نفر از مدیران بخش‌های مختلف دانشگاه پیام نور و صاحب‌نظران آموزش عالی از راه دور بودند که بر اساس نمونه گیری هدفمند و ملاک محور انتخاب و با آن‌ها مصاحبه نیمه ساختاریافته به عمل و داده‌های حاصل نیز به روش تحلیل محتوا با استفاده از شیوه کد گذاری (باز، محوری و انتخابی) بررسی شدند. جهت تامین روایی و پایایی از دو روش بازبینی مشارکت کنندگان و مرور خبرگان غیر مشارکت کننده در پژوهش استفاده گردید. نتایج نشان داد که 47 مولفه نهایی و 18 مقوله فرعی در قالب ابعاد شش گانه مدل پرادایمی شامل شرایط علی (عوامل انسانی، عوامل سازمانی، محیطی و اقتصادی)، شرایط مداخله‌گر (ویژگی‌های فردی دانش، نگرش و مهارت)، شرایط زمینه‌ای (مدیریت آموزش عالی، رهبری دانشگاهی، حمایت و پشتیبانی)، پدیده محوری بالندگی مدیران نظام آموزش از دور (بالندگی فردی، بالندگی حرفه‌ای و بالندگی سازمانی)، راهبردها (تدوین آیین نامه، سیاستگذاری، تخصص گرایی) و پیامد‌ها (توانمندسازی، کارآمدی) مدل بالندگی مدیران نظام آموزش ازدور را تشکیل دادند. یکپارچه سازی مقوله‌ها بر مبنای روابط موجود بین آن‌ها حول محور بالندگی مدیران نظام آموزش عالی از راه دور شکل دهنده‌ی مدل پارادایمی برآمده از تحقیق کیفی است. بر این اساس برای مدیران نظام آموزش عالی از راه دور پیشنهاد می‌شود تا نظام آموزش عالی کشور نسبت به رفع علت‌ها و اجرای راهبرد‌های احصاء شده از این مدل اقدام نماید تا به پیامدهای مطلوب در زمینه بالندگی مدیران در این زیر نظام آموزش عالی برسد.

چکیده English

The purpose of this research was to formulate a model for the development of managers of the distance higher education system of Payam Noor University. As a descriptive study, a qualitative method based on Grounded Theory was applied. Participants included 11 managers who were distance education experts and managers of different departments of Payam Noor University. A semi-structured interview was conducted. After conducting the interview, the content analysis was carried out simultaneously. For the adequacy of the interview, after reaching theoretical saturation, the textual validation and review of the interviews were conducted by referring again to the participant experts' viewpoints. Coding and extracting the main and secondary categories and explaining and compiling the conceptual model were then carried out. To ensure validity and reliability, two methods of reviewing participants and reviewing non-participating experts were used in the research. The results indicated the social phenomenon of the current study of the model for the development of managers in the distance higher education system. 6 main dimensions, 18 sub-categories and 46 components were extracted, formulated and presented from the text of the interviews. Based on this, it is recommended that the managers of the national distance education system should take action to solve the causes and implement the strategies calculated from this model to achieve the desired results for managers in this higher education sub-system.
