Visualization of smart governance for future Tehran in the horizon of 2050

Abstract
The world is going through the biggest wave of urbanization and more than half of the world's population lives in cities. New technologies improve the quality of life of citizens and provide more effective services, and the digital revolution leads us to a connected world and a shared society. So the purpose of this research is to visualize smart governance for the future of Tehran in the horizon of 2050, the case study: Tehran Municipality. The research strategy is qualitative, objective, exploratory, and the research method is thematic analysis. The qualitative target population is academic experts and professors, whose data has been collected with the purposeful and theoretical sampling method and the interview tool. The results in the qualitative part show the features of smart governance imaging including political, economic and socio-cultural image. Based on the findings, the political image of smart governance consists of 8 themes: legal considerations, smart planning, integration of political governance, smart network governance, access to smart statistics and information, reduction of administrative corruption, smart security; Transparency and economic image of smart governance from 8 themes of optimal capacity building of the urban economy, integration of urban revenues, smart operation of the organization, economic stability and prosperity, intelligent cost management, reward system management, efficiency and effectiveness; The organization of electronic businesses and the socio-cultural image of smart governance is formed from 7 themes, which include active social participation, social culture building, electronic education, electronic participation, social responsibility, improving the quality of life and accountability
