Providing a Framework of Technological Entrepreneurship Development Skills

Abstract
The review of the research literature showed that there is no comprehensive and integrated framework for identifying technological entrepreneurship development skills. This research was done to provide a framework for technological entrepreneurship skills. To achieve this goal, by comparing the combinations of related journal articles in Web of Science and Google Scholar in the years 2000 to 2023 through the use of the meta-combination method, the main question of the research was answered, "What is the framework of technological entrepreneurship development skills?". The main findings of this research include four dimensions of contextual skills, organizational skills, technical skills, and entrepreneurial skills; which is useful for various stakeholders including entrepreneurs, educators, policymakers and researchers. By identifying and analyzing the key skills necessary to develop successful technology entrepreneurship, this research provides valuable insights that can guide efforts to boost innovation and economic growth. Policymakers should pay attention to the development of contextual skills, which include strengthening basic and general abilities such as navigating legal and regulatory challenges, developing social responsibility, and networking in the ecosystem. Also, it is necessary to develop organizational skills such as agile organizational design, team building, technology leadership, technology strategy formulation, technical project management, organizational change management, financial management, knowledge management, and business model innovation. Facilitation of technical skills including artificial intelligence, blockchain, cloud computing, Internet of Things, software development, and data analysis is essential. Policymakers should design programs to enhance entrepreneurial skills such as creativity, opportunity identification, creative problem solving, risk management, strategic thinking, intellectual property,
