The statistical sample of the qualitative part included donors, officials and managers of infrastructure projects, experts and consultants, and representatives of non-profit and charitable organizations. The samples were identified theoretically using a judgmental method. The statistical population in the qualitative part included people who directly or indirectly participate in the development of the province's infrastructure through charitable donations. The researcher reviewed the theoretical foundations of the research, including the use of academic books, numerous scientific articles, and semi-structured interviews with professors and managers active in the field of sports. He prepared a list of the most important related variables, and after extracting 21 categories, the final ones were selected.
