The Application of TOPSIS Method in Connection with the implementation of Urban Regeneration Projects Using a Case Study of 14 Selected Projects of Shiraz City (20-year Period)

Abstract
In every program for the regeneration of inefficient urban fabrics, there must be a specific framework for measuring the success rate of the program. The framework and criteria will reveal the inconsistencies and incompatibilities in the whole program and as a result, the level of implementation of the proposed plan will be clearly defined. This issue has not yet reached its real position in the preparation of various urban and regional plans, particularly urban regeneration plans. In addition, it is questionable the extent to which such plans have been realized and are feasible. For this purpose, by reviewing the theoretical texts and achieving the research evaluation framework, the approach, evaluation criteria and indicators were identified. In this way, the mentioned criteria and indicators were determined by using the analytical-comparative method and review similar documents and opinions of expert thinkers; then, to localize and adapt to the Iranian context, the criteria and indicators were verified and completed by interviewing experts. Finally, the level of importance and the level of attention and application of each of the criteria and indicators were determined and evaluated by the main actors in the selected urban regeneration projects (projects of the last 20 years of Shiraz) using a questionnaire. The findings of the research showed that urban regeneration projects in Iran, particularly in the projects of Shiraz, are in a semi-optimal to unfavourable condition in terms of implementation.
