Pathology of Obstacles to Business Development in the Marginal Areas of Kermanshah City

Abstract
In recent years, following and emergence of economic-social issues such as urbanization and unbridled rural-urban migrations, the process of marginalization has enjoyed rapid growth. The measures taken in the field of empowering marginal areas have rarely examined the barriers to job empowerment and business development in these areas. For this reason. The current research was conducted with a qualitative approach in the direction of the pathology of business development obstacles in the marginal areas of Kermanshah in the form of the grounded theory method. The data was collected using the purposeful sampling method of known cases through in-depth and semi-structured interview techniques until data saturation was reached. Based on the findings of the research, lack of work culture, legal obstacles, weak managerial skills, traditional management of existing businesses, and weakness in legal and policy infrastructures were among the most important causal factors affecting the non-development of businesses in marginal areas. Economic conditions were one of the most important background conditions and providing financial resources was an interfering factor. On the other hand, the problems of manufacturing businesses in the field of sales and branding were related to the issue of market management, in which most of these businesses were weak. Based on the results, the demotivation of business activists, the reduction of sustainable employment and the increase in the unemployment rate were emphasized. The decrease in sustainable employment, the increase in the unemployment rate and the increase in fake jobs were other unfortunate consequences of not developing businesses in marginalized areas.
