Designing an Industry-oriented Entrepreneurial Ecosystem with the Fuzzy Delphi Method

Abstract
Past studies have generally examined the entrepreneurship ecosystem with a focus on the university, while the industry, can be considered by policymakers as a focus point in the design of an ecosystem. Therefore, the current research aimed to design an industry-oriented entrepreneurship ecosystem. The research methodology was qualitative using a descriptive survey and in terms of purpose was practical-fundamental. The fuzzy Delphi process was used in addition to the data collection tool of a questionnaire and open interviews with the statistical population. The statistical population of the research included experts in the field of entrepreneurship and industry at the national level, totalling 12 experts in this field using a non-random and purposeful snowball sampling method. After reviewing the research literature, 37 dimensions were identified for the industry-oriented entrepreneurship ecosystem. After removing 4 dimensions and adding 7 dimensions in the first panel of the fuzzy Delphi process, the industry-oriented entrepreneurship ecosystem consisting of 40 dimensions was classified and drawn in six main elements in the second panel. These elements consisted of market and network, research-technology-innovation, governance, infrastructure, social-cultural-educational and support system and financing. The research ended by presenting practical suggestions based on the findings to grow and develop the entrepreneurial ecosystem of industrial areas.
